Bulgaria

Bulgaria offers the sea, the mountains and low prices inside the EU: Sofia works all year, Varna and Burgas live on summer, Bansko on winter. Costs are lower than almost anywhere else in Europe, income tax is low, and rent stays moderate even in the capital. Summers are hot and dry, winters snowy in the mountains and damp on the plain, and the shoulder seasons are mild. In return: low salaries, uneven healthcare outside Sofia and Bulgarian in Cyrillic on every document.
