Estonia

Estonia is the most digital corner of the Baltics: paperwork, taxes and a company are handled online, and Tallinn is small enough to live in without a car. Prices sit below Scandinavia and above southern Europe, with capital rent noticeably higher than in Tartu or on the coast. Winters are snowy and dark, summers short and mild, and spring arrives late. Russian is widely spoken, while Estonian is required for citizenship and many jobs, and the labour market outside IT is limited.
