Mountains two hours from the sea: a small country where Budva and Tivat live off the summer while Podgorica and the north run all year. Prices sit below the Croatian coast, but in winter services shut down and the rental choice becomes a matter of luck. Mediterranean summers are dry and hot, the coast gets winter rain and the mountains get snow. Residence through work, a company or property is a well-worn path; healthcare, schooling and jobs outside tourism are the narrow parts.
