Paraguay

Paraguay is quiet and inexpensive: Asunción is small, taxes are low, and permanent status is among the most accessible in South America. Rent, food and services cost less than in Argentina or Brazil, while imports and electronics are cheap thanks to low duties. The subtropical climate brings a very hot summer from December to February and a mild, snowless winter. The drawbacks are heat and humidity, weak public healthcare, a modest job market and almost no English.
