Saint Pierre and Miquelon

A French archipelago off Newfoundland: a few thousand residents, euros in your pocket and a fishing way of life. Prices are high because everything is shipped in and the choice of goods and services is minimal, though housing costs less than in mainland France. The climate is harsh and foggy: cold snowy winters, short cool summers and near-constant wind. Connections run through Canada and depend on the weather, work outside the public sector and fishing does not exist, and medical care means a flight to the mainland.
