Turks and Caicos are low islands of turquoise water and Grace Bay, visited for the sea rather than for city life. There is no income tax, but housing, food and electricity are expensive: nearly everything is shipped in and resort demand sets the price. It stays dry and warm most of the year, the best stretch runs from December to April, and hurricanes are possible from June to November. Work is tied to a permit and the resort sector, healthcare is basic, and serious cases are flown to Miami.
